Gat is a victim of the outrage people displayed when he was killed in SR3. It's why his return in SR4 wasn't a surprise but a marketing campaign.
Blame them.
I honestly can't see it being modding related since that affects only part of the fanbase. The modding patch will likely get a quiet release.
The way that answer was worded makes me think it'll be some kind of game release. A remastered SR2 with fixed PC version is way more likely than a...

most notably, the Saints don't exist in this universe, so presumably if older characters do make a return, it'll be in entirely different...
I feel like a full remake would be too big of an undertaking considering they're making a brand new game too. However, I can't see it being the modding patch (another possibility) either because that affects just a third of the fanbase.
A remastered release of 1 or 2 is the most likely outcome.
I honestly can't see getting a full remake, but a remaster (and in PC's case, a complete Resident Evil 4-esque re-port) is more likely, and frankly, would be more welcome (a remake would likely have less customization options if it uses the SR4 engine)

Is this a Saints Row game?
While Agents of Mayhem is part of a larger Saints Row Universe, this is a brand new IP with a focus on a new cast of characters, new gameplay, and a new open world. We do have a few surprises in store for Saints Row...
Amazon page is up, confirming that this is not only connected to the Saints Row universe, but specifically, the reboot ending of Gat Out of Hell (Persephone Brimstone)

makes you wonder if they knew what the title was going to be ahead of time and told Polygon to use it or if the title was Polygon's and it gave them an idea afterwards
I agree with this wholeheartedly. The ability to brutally murder somebody with telekinesis or a blackhole gun loses its luster when there's two levels of disconnect reminding me "this character isn't real". And despite that, multiple times in the story they kept trying to make the simulated...
the Steelport in EtD is still the SR4 Steelport, they just added in the 3 Count Casino crib as a starting point
and it won't be possible for the ship to transport you to SR3 Steelport because the ship itself is hidden underneath the map, which is how it gets you into the city so quickly. When...
