There is IVRadarScaling in Juiced which will scale the radar down, the positioning of most HUD items is determined by the game's internal lua scripts and vint (Volition? Interface) documents, there is SuperUI which can move the health bar to SRTT's positioning but other than that there's nothing...
This isn't caused by Gentlemen of Row It's a message I've introduced in Juiced 7.7.0 as people keep installing Gentlemen of The Row in conjunction with Juiced thinking GOTR aides in providing stability/fixes when it doesn't, also you're supposed to restart the game after making that GOTR.txt...
Just a heads-up for people updating with modded games if you have a modified loose.txt, you'll have to replace it with this update's loose.txt or add the new mods/JUICED - Shaders entry, otherwise you'll have broken models as some model replacements use these new fixed shaders.

Included a SchemeB configuration within the RowInput folder
Fixed the SRTT configuration...

I'd like to point out that not only that I've fixed this with Juiced v7.6.0 (male gets GML1 and female gets GFL1 on load) but that it isn't a PC port issue it's like that on X360 too
Do you know that Saints Row 1 shipped with a developer console on disk and is very simply to enable?
well mostly all Volition games have a developer console and within each release they do minor upgrades to it.
Saints Row 2 is no exception! with the PC build having it when built as a debug...
It's can be toggled in Juiced it's named RemoveBlackBars in the ini, I don't know if Cutscene Patch1.2 is still on this post but the removal of that letterbox didn't work that well and the frame had to change at least one until it faded out
