All of these are amazing ideas perfect for an innovative combat system and SR can use it. It can be used to make street fights longer and more enjoyable before weapons become used, also if they have a good spawning system this can truly work.

It doesn't have to be "the same 3 enemies" with today's consoles and PCs they can easily make a new city with more than 3 gangs and fill it up with loads of activities.

I agree with you on this, besides most of the destruction in Steelport came AFTER STAG was present in the city. They could've gave Steelport PD an Anti-Gang Unit with new stronger variants of police, maybe more FBI-ish? I could deal with the Steelport National Guard, but STAG was overrated.
Don't get me wrong, it sounds fun, but we gotta know that Volition likes to put a lot of detail in their cities, so maybe when a couple more consoles come out we can have an SR game that's super detailed and will be able to support multiple cities on a console.

Agreed, especially when majority of the gangs are based in an urban environment, don't get me wrong, it'll be cool to fight a gang on the outskirts of a city, but for a game like Saints Row.... eh. SR2 did have a variety of districts compared to SR3 which wasn't as varied, but it was detailed...
