You can try reverting to legacy stable branch first before reinstalling the mod right click SRIV in games list > Properties > Betas > select legacy_stable (though it might not immediately work for you)

The "pre-workshop" means the lack of Steam Workshop support in this case, in the game's earlier years. It is not available through either stores, so one'd have to do some serious digging to find it. As for dxvk, feel free to holler if you have troubles, I feel it is quite simple in most cases...

I think it's something to do with the workshop build being more unstable than the pre-workshop build. I'm not sure what causes it either or how to fix it, other than "have less big size of mods installed" (some mods are really high res). Kasumiruuu~ said in a mod release:

Rebuilding will take a very, very long time, and lots of people - it's not worth it. Saints Row 2 is a very big game. Patching the game up gradually the way that Kobraworks is doing is honestly the best way, in my opinion.
