And the answer to that one is "Johnny Gat already exists in the game, since he is used in the first mission"
This mod replaces most non-story characters to be female, a bit like kristopher's mod for SR3.
Compared to the SR4 version this is very unfinished, but if you just want to see more women in your game then go nuts!

I'll assume you already have the mods that put Donnie & Lin in the game installed and working fine.
Assuming said mod has both versions of Donnie in it, you'll have to check the <Name> tag of the character he's defined under.

In your SR2 installation folder (the one with .exe; use Steam's "Manage > Browse Local Files" to find it), open loose.txt
Delete the entire line "Juiced - Fixed Moon Skybox", and save. this will exclude that mod's folder from loading

Steam lets you use the pre-Re-Elected version by right clicking game's properties in game's list and selecting Betas > legacy_stable.
I have no idea if this will work with the fix though, and definitely back up your SR4 saves!

Volumetric fog on low doesn't lag up that much, it's kinda necessary to actually be able to play sans black squares
