The picture is a little too bright to show much detail but you can see the color change.
There is a file in common.vpp_pc called customization_default_items.xtbl
this file contains the outfit that the playa is wearing at the beginning of the game
which consists of the orange jumpsuit, white...
Getting all 20 jumps will unlock the reward.

I have a theory about why it might crash some games but I am unable to test it out.
I am using the Gog version of the game which uses 4gb memory where as an unpatched Steam version uses 2gb. I own a legally purchased version of the game, so as far as I am aware the exe has not be altered in any...

and I have no idea what causes the difference in behavior. So if you play with the included files please back everything up first and
start a new save file just in case...
A recolored Duke has been added. I never did like the look of their version. So mine looks a little more like the
original.
Note: The game doesn't have the proper orange color and I didn't even try to change the roof decal.

The only down side that I can see might be that the file formats might be different from the console, so converting them might be an issue, but if you can introduce those vehicles into the pc version, then adding the cars would basically be just a matter of copying existing entries and changing...
It could be done easily enough on pc. Really it's just adding a couple of entries to the Car_Dealership.xtbl. So if you can edit and repack xtbls (I'm assuming you are asking about the console version on Xenia) then it shouldn't be a problem.

It's been a while since I have read your NPC guide, looks like it;s time that I do so again.
You were right changing that entry fixed the problem at least for Anna.
I will say though that when Anna spawned I got quite a surprise. (I haven't altered her npc at all. I'm guessing
this was something Mike was working on.)
I will add that tip about the <StreamCategory>Non Ambiently...
Not sure. I haven't tried changing anything in the pre file except the npc for fear that I would mess something up.
