Basically, you packed your mod twice; you first packed your mod files and then repacked the already packaged file. That was the reason the mod wasn't working.

The mods gets installed automatically in a separate folder of their own which is outside of your SRIV dir so you won't find them there but it's probably in steamapps folder but you don't need to move anything. Make sure you subscribe and the download is completed, also read the mod information...
You must buy Saints Row IV via Steam and when you subscribe mods in the workshop, make sure that your SRIV is not running, it will automatically download the files and then you can launch SRIV and enjoy the mods.
