    I'd like to point out that not only that I've fixed this with Juiced v7.6.0 (male gets GML1 and female gets GFL1 on load) but that it isn't a PC port issue it's like that on X360 too

    ThirtneenAG's Ultimate ASI Loader is just a .dll loader that only loads .asi which are just dlls renamed, it works for any Windows application, not just GTA or Saints Row. According to PCGW the game keeps pinging the Steelport service and since it's dead it won't work, thus causing stutters...

    No RowInput isn't even aware if you have a controller connected or not and doesn't track controller input, it just changes the controller actions in game (you can open the options menu and even see it changing on-foot vs vehicle) depending on the player's actions it's a hack not a real fix...
