Valve doesn't make the cards, they are made by the games' own devs. Aside from adding them into the daily update after the devs send them in, Valve has nothing to do with them.

I use the mod that adds 4 more time settings and I greatly prefer the night with the purple sky. It just looks awesome with all the neon lights around the city and it also makes the colors of everything else more vivid.
