How can I create a modification?

Check out the subforum: Tool Releases. You have to pretty much read whole threads for each tool.
You'll need Notepad++ and SRTTxtblEditor, for basic modding such as tweaking existing mechanics or adding new items. If you want to mod textures, grab Scanti's texture tools. Modeling is beyond my comprehension, but there's Flow's Peg Assembler and the SRIV sdk. You can find all these with a search on these forums, with the exception of Notepad++, found with a simple Google search. For extraction and compiling, grab Minimaul's Tools. Most scripting needs some expert use of Minimaul's Tools and and xml editor or Notepad++ with XML plugin.
There's no real "tutorial". You kind of have to figure it out as you go...or already have an idea of how games can be modded.
