it should be unlocked after completing final mission in garderobe
if you dont have it then you can buy it after completing final mission
or you can use cheat "unlockitall" that unlocks every vehicle and costume that you get after mission completion

They look amazing. Any chance of adding other SRIV clothes? I really liked the SRIV clothes over the SRTT ones and would love some of them to use for killing zombies.
