No Pain Sound Delay for SR4

I always found it odd that your character reacts to pain but despite still taking damage from an automatic weapon or something, they always take 5 seconds until they decide to react again. This mods gets rid of that silent gap.

Install:
Place "voice_control.xtbl" in your SR4 game directory

I should mention that this technically works for Gat Out of Hell, but audio tomes don't play so I assume there are other bugs when going through the story. Made a GOOH version because of that.
