Where to ask about permission to use assets?

I wish to use the 4 Zombie Uprising tracks on a Zombie Uprising mod for Fallout New Vegas. Is that allowed, I remember Volition giving permission to use assets of Saints Row III and IV, what about 2?

Those are licensed APM tracks, so they could issue a cease and desist and/or DMCA takedown.

You can't. You would have to pay to license tracks from APM music.
