[Request] SR4 Power Toggle/Downgrade (once already unlocked)

Would you enjoy the game more / again with a way to toggle/downgrade your powers?

I know. over-requested. but is there any way to make this happen? From what i understand, everything's already in place... we just need a logic thing.
Additionally, not just a toggle, but a way to actually lower the power upgrades to previous levels, in a way that you can go up again without having to pay the cost for it. Or maybe you have to pay money for upgrading (and maybe even downgrading?) again xD that could make it more balanced. But i mean, this is SR we're talking about. F*k balance, amirite?

Contextually, I'm willing to help however i'm able to, i just have no idea where to even begin

nah it isnt. at least i hope not. I'd be fine with being able to downgrade and turn off certain abilities... like the tornado aspect of super sprinting (WHY wasnt this toggle-able?!?)
