For this I think it would be the most optimal a trainer or a cheat engine table with a switch, I'm surprised that there is still none but it would be nice a mod with which to make takedowns to all npc and not only to enemies

From Saints row 2 until now the takedowns could be done to any npc whether it was enemy or a normal one that was on the street, in this game not only have limited it to a cooldown but can only be done against enemy npc and for some reason the skills either. Please someone who can mod this game...
