That cheat is not a toggle. It basically buys all of the super power upgrades for you. And you cannot unlearn super power upgrades, which is why you are not given the option to turn the cheat off.
Updates fix things that are broken. Don't complain about your game not working right when you're not allowing the developer to fix your game.

But yeah, there should be an entry for it in notoriety.xtbl. Any action that results in the player's notoriety going up should have an entry there defining the amount of notoriety that action gives.
We need to know what mods you have installed to be able to help you.
More specifically, do you have any xtbl files in your SR4 root folder that begin with the word "notoriety"?
