Did you go to the police station (same one you raid with Shaundi) where Troy's office is? You should be able to start the mission there and get a call from Dex.

I finally got to see my character plastered on a billboard with an outfit pretty much intact.

I’m like 99% sure it’s a Gentlemen of the Row addition, it actually surprised me when I tried to recreate the character on XboxOne and couldn’t find it. Really appreciate what modders have done to expand the customization so much!
