You an actually use the same file, but it doesn't scale as well in my opinion because SR IV improves things slightly.

I'm no programmer, but this sounds doable, if it is possible to add teleport spot on the map, just throw the interior inside and open a spot on the building to see outside. Maybe it isn't like I said I'm no programmer. That said I'd like to see this as well
