Cars and peds forgetting to respawn after defeating a warden.

I've been experiencing a bug where occasionally after defeating a Warden the traffic and Pedestrians will just forget to spawn again. exiting the game and loading my save corrects the problem.

I can't think of anything in particular I could be doing to cause this bug.

I've had this happen once as well. Saving then loading that save also fixed it for me.
