Lag in Only Suburbs

I've been playing this game for like 10 years and this is the first time I'm having this problem. My game lags and gets really bad input lag only when I'm going through the suburbs district. It happens with and without mods and I don't know how to fix it.

Hmm well, i kinda have the same issue back then but with Gog version, which the tool "SR2 GOG FPS Unlocker" made by nclok1405 fixed everything. Im sure it have something related with the FPS, try to low down your graphics tho to see if something happens
