Mission stop the Download black screen

I'm trying to do the mission, stop the dowload, where Kinzie and oleg talk about the Nemo chair, but once that cutscene ends i'm stuck on a black screen. I even left it on and went off to eat dinner. 20 minutes and still no dice.

I've tried to verify Cache in steam but all files have been verified.

Also i have one mod installed Shitface's weapon re-balance mod, along with all the DLCS.

Anyone have any ideas?
